This year’s prize winners face an unprecedented challenge. Many are fighting against Beijing’s clampdown on democracy in Hong Kong after it introduced national security laws last year in response to protests by pro-democracy activists, criminalising subversion, secession and collusion with foreign forces while creating new precedents on police powers – yet Hong Kong authorities insist these laws are necessary in protecting city stability.

Finalists were selected following an intensive screening process by an independent judging panel from around the globe who specialize in social sciences, humanities and social studies. In addition to selecting the finalists, the jury is responsible for selecting the winning book in each field – this book will be published by ICAS and presented as part of its collection in 2023. Runner-up prizes will be distributed during a ceremony in Hong Kong on 8 April 2019. As well as receiving a monetary prize, the winner will also receive a certificate and trophy.
